1956年1月生。毕业于中国海洋大学，获海洋物理学学士。2014年9月至今，在中国海洋大学海洋和大气学院任客座教授。曾在中国国家海洋局任职，之后在联合国教科文组织、联合国环境规划署、联合国开发计划署等机构从事长达30多年的国际海洋事务管理和咨询工作。在大黄海、中国南海、东亚海等多个国际项目的成功运行中，先后担任项目官员、资深专家、项目经理、顾问等重要角色，为全球海洋生态系统维护、国际政府间海洋合作做出了杰出贡献。
